Introduction of separate articles of the Administrative Code for hoteliers
On November 17, the Government Commission on Legislative Activity approved amendments by the Ministry of Economic Development providing for the introduction of two new articles in the Code of Administrative Offenses specifically for legal entities and individual entrepreneurs providing hotel services.
Details of the new regulations:
Article 18.91 of the Administrative Code concerns violations of the deadlines for submitting notifications on the arrival or departure of foreign citizens:
· Primary violation: 80,000-100,000 rubles
· Repeated violation within two days: 160,000-200,000 rubles
· Violation of deadlines for two days or more: 400,000 - 500,000 rubles
Article 19.15 of the Administrative Code regulates the violation of deadlines for the submission of information on the registration of citizens of the Russian Federation:
· Violation of up to one day: warning or fine of 20,000-30,000 rubles· Repeated violation: 40,000-60,000 rubles
· For Moscow and Saint Petersburg in case of violation for two days or more: 200,000- 700,000 rubles
Context: As Maxim Brodovsky, CEO of Azimut Hotel, noted, the current fines for violating the guest registration rules may exceed the income from renting a room by 35-60 times. If the room cost is 7000 rubles, the fine is 250,000 rubles for a citizen of the Russian Federation or 400,000 rubles for a foreigner.
Opening of the new AZIMUT hotel in Irkutsk
AZIMUT Hotels, Russia's largest hotel chain, continues its regional expansion strategy by opening its first hotel in Irkutsk.
Object characteristics:
· Category: 4 stars
· Capacity: 100 rooms of various categories from economy to suite
· Location: within walking distance from the international airport
· Infrastructure: 24-hour gym, lobby bar, parking, conference hall for 70 people
· A restaurant serving European and Russian cuisine with local specialties
The significance of the project: As Maxim Brodovsky, the general director of the network, noted, the Irkutsk region is "a powerful center of business activity and one of the main tourist hubs of the country." Last year, the tourist flow to the region exceeded 1.5 million people.
Sanctions for organizing unauthorized children's recreation
A systemic case of organizing children's recreation without being included in the register of children's health organizations has been identified in the Yaroslavl Region.
Details of the incident:
· Organizer: Travel LLC (in the process of liquidation)
· Accommodation: four-star Azimut Park Hotel in Pereslavl-Zalessky
· Tour price: 80,655 rubles
· Sanction: a fine of 500,000 rubles under Article 14.65 of the Administrative Code of the Russian Federation
Expert assessment: According to the PCT Vice-President Georgy Mokhov, the problem is caused by the lack of registered facilities for hosting children's groups. The organizers disguise the offers as themed tours with animation in order to avoid the requirements for children's recreation organizations.
Problems of legislative regulation of travel agents
The State Duma Committee on Tourism has sent a draft law on travel agents for revision, revealing significant regulatory gaps.
Key issues:· Inconsistency of the concept of "aggregator owner" with the law "On Consumer Rights Protection"
· No sanctions for working without government permission
· Unclear distinction between the activities of a tour operator and an aggregator
Risks: As Georgy Mokhov notes, there is a danger of migration of tour operators to online services that are not responsible for the services and do not require financial guarantees.
Technical problems of the migration accounting system
Despite the introduction of an electronic accounting system through Gosuslugi, hoteliers continue to face system failures.
Problems:
· Data transmission confirmation delays of up to several days
· Periodic total system failures
· Lack of manual data submission capability
The position of the industry: As Alexey Musakin, managing partner of the Kronwell Group, notes, "until the system is fully technically developed, it is too early to talk about fines." In St. Petersburg, the problem is particularly acute, and lawyers recommend that hoteliers take screenshots of each screen when transferring data.
Bankruptcy of Sonder Holdings and the consequences for the market
The collapse of an international accommodation operator has demonstrated the vulnerability of digital platforms in the hospitality industry.
Chronology of events:
· 2014: the company was founded as a hybrid of an Airbnb and a traditional hotel
· 2022: going public with an estimated $1.9 billion
· 2024: Partnership with Marriott International
· November 2025: Bankruptcy and liquidation
The reasons for the failure: The unsuccessful asset-heavy strategy with long-term lease agreements, technical problems of integration with Marriott Bonvoy and the loss of a key partner became fatal for the company.
Effects: Thousands of guests were urgently evicted around the world, the company's shares collapsed by 85%, and capitalization dropped to $ 2.7 million.
