The Shelter PMS team provides an overview of the industry press and analytical reports of the hotel industry:
Weekly Industry Review: investments in Altai, standardization of service and new regulatory initiatives
In the third week of 2026, key events in the hospitality industry revolved around ambitious infrastructure projects, strengthening international service standards, and important discussions on market regulation. The main focus has shifted to regions showing high potential for growth.
AZIMUT Hotels to build the first five-star hotel in Altai
AZIMUT Hotels, Russia's largest hotel chain, has signed an agreement to manage a new premium resort in the Seventh Heaven eco-village in Altai. Investments in the construction of the facility, which will operate under the LIBRA brand, will amount to about 4 billion rubles, and the opening is scheduled for 2028. The 130-room complex, which includes villas, a spa area with heated pools and multifunctional halls, is designed to meet the shortage of high-quality accommodation facilities in one of the most promising tourist regions of the country. Maxim Brodovsky, the General Director of the network, noted that the project is focused on the development of a high segment of tourism and will enhance the attractiveness of Altai for domestic and international visitors.
The first Altai hotel received the China Friendly certificate
The Manzherok all-season resort became the first in Altai to receive the China Friendly certificate issued by ANO Roskachestvo. The preparation of the hotel for certification included an informal adaptation of the service: translation of key information into Chinese, setting up broadcasts of Chinese TV channels, and special training for staff in cultural norms and basic etiquette. This decision is in line with the region's strategic goal of attracting foreign tourists and increasing competitiveness in the international market, setting a new standard of service for other accommodation facilities.
1,427 accommodation facilities in the Moscow region have been classified
Systematic work on standardization of the hotel market continued in the Moscow region. As of mid-January 2026, 1,427 accommodation facilities have passed the classification procedure. The qualitative composition is significant: 343 objects have a category of 3 stars and above, including 121 hotels of the category "4 stars" and 20 objects of the highest category "5 stars". This structure creates a transparent and competitive environment, which is beneficial for both consumers and investors who consider the Moscow region as a stable platform for development.
The Moscow authorities have put up for auction the Litvinovo sanatorium
The Moscow authorities have initiated the sale of the Litvinovo sanatorium complex, located 68 km from the MKAD. 20 buildings with a total area of more than 8 thousand square meters with an initial price of 383.69 million rubles were put up for auction. The successful implementation of this asset could set a precedent for the renovation and modernization of similar sanatorium facilities in the immediate Moscow region, many of which require significant investments to meet modern standards.
Hostels in Yekaterinburg may receive tourist tax benefits
An initiative to provide tourist tax benefits for hostels in Yekaterinburg is being discussed in the Sverdlovsk Region. This decision follows the active position of the tourism industry, which proposes to differentiate the tax rate: 2% for 4-5-star hotels and 1% for 3-star and lower hotels. Experts, including Mikhail Maltsev, president of the Ural Tourism Association, warn that setting the rate at 5% could call into question the profitability of many accommodation facilities, especially in the budget segment.
