New GOST standards for hotels: what will really change from June 1, 2026

GOST R 72261-2025, a voluntary standard for accommodation facilities, comes into force in Russia on June 1, 2026. The document was developed by Rosstandart on the initiative of Roskachestvo and applies to hotels, sanatoriums, recreation centers, campgrounds and hostels.The key point is that the standard is advisory in nature. No one will fine or close hotels for non-compliance. This is not a "new law," as some media outlets mistakenly write, but a systematic set of requirements combining existing norms.
"The application of the standard makes it possible to improve the quality of services, reduce the cost of developing internal regulations and use ready—made technical solutions," Rosstandart explains.
What's inside: A compilation of known rules
In fact, GOST is a summary of existing requirements from various standards: building regulations, sanitary regulations, fire regulations and Government Decree No. 1951 on the classification of hotels.What is consistent with the current rules:
- The objects of regulation are the same categories as in the Classification Regulations, plus the exclusion of guest houses.
- Basic service — room cleaning, linen change, first-aid kits, communication with the administrator (all this is mandatory according to the classification)
- Safety — elevator requirements in multi-storey buildings duplicate building regulations
- Territory — landscaping, lighting, fencing for recreation centers
What adds new things
Despite its compilation nature, the standard contains useful details.:- Clear requirements for first—aid kits - for example, the presence of a blood pressure monitor
- Round-the-clock communication with the administrator even when the desk is not working
- Anti-smoking legislation — the equipment of places for smoking on the street
- A ban on the placement of hotels in residential buildings — but this has actually been in effect since 2019 when transferring premises to a non-residential fund

Sergey Romashkin is confident: "Changes in the market will be minimal." Legally operating hotels that have passed the classification and comply with building, sanitary and fire regulations will not notice anything. In parallel, PNST 1017-2025, a preliminary national standard for the adaptation of tourist infrastructure for foreigners, is being released. It is also voluntary and covers hotels, restaurants, transport and tour operators.The standard is based on the practical experience of receiving guests, especially from China, and contains recommendations on language support, cultural characteristics, and service expectations.
"This is a story of practical experience so that the reality of Russian service meets the expectations of foreign tourists," Roskachestvo emphasizes.
